McDonald, Chairman of the Foreign Policy Association (formerly The League of Free Nations Association) I want to tell you briefly what my impressions were of Europe as I saw it during November and December, 1920, and then in the remaining minutes which are allotted to me, to suggest to you certain things which I think we ought to do. None of these refer to our entrance into the League of Nations; not that I disavow the League of Nations, but because I believe that our entrance into the League for the present is a political impossibility. I prefer to talk about things that are politically possible. I spent three weeks of the two months I was in Europe in England. From England I went to Paris, from Paris to Cologne, then to Brussels, to Berlin; from Berlin to Dresden, from Dresden to Prague, and from Prague to Vienna, then to Geneva for the first half of the meeting of the League of Nations Assembly, during which time I took a couple of days off to run down to Italy and then back to Geneva and to Paris and home. I wish to summarize, if I may, my impressions under two heads, not because they are separated and distinct, but merely for the purpose of clarification, the economic and the political situations as I saw them. I realize of course that economic and political considerations are always inextricably confused and involved. First, it seems to me that the dominant thought in the economic life of France and Italy is the fiscal instability to a very marked degree of Italy and only in slightly less degree of France, grave industrial unrest and increasing unemployment, in both countries.
