Green before the Senate Committee, in the spring of 1881, and called attention to the expenditures on nu occupied streets, Sdeh as South Capitol and New Hampshire avenues, his reply was that the policy adopted was to improve the avenues and principal streets first. as an illustration of how that policy has been applied to the disadvantage of the eastern section, look at the map. While nearly every avenue west of the Capitol has been im proved not. One of those east of it has been improved except a portion of Pennsylvania avenue and East Capitol street. Massachusetts avenue is paved with asphalt from Rock Creek to New Jersey avenue near the Baltimore Ohio Depot, but not a foot of it east of there. In fact, in driving over that avenue today, from New Jersey avenue to North Capitol street, one has to twist and turn in all directions to avoid the mud-heles to get along at all. If it be said that those in the western section are more used and therefore more necessary, we will 'call your attention to a comparison of New Hampshire and Maryland avenues. The former extends from the river at the foot of 27th street parallel with Rock Creek, to the j unc tion of 15thand Boundary streets.
