These regulations are of two types - labor laws, fixing minimum ages and maximum hours and prohibiting night work, and compulsory school-attendance laws, which constitute in effect prohibitions of employment during the hours when they require the attendance of children at school. The effect of the latter type of law upon the work of children is no less definite because it is indirect, and it is indeed recognized that the enforcement of a child-labor law is practically impossible without the assistance of a school-attendance law which keeps the child in school during the years when he is not legally permitted to be at work.
