Description:Elliott Speer Barker was born in Moran, Texas in 1886 and at age three came with the family overland in covered wagons to New Mexico. He early hunted and fished. After high school for two years he guided and outfitted hunters and fishermen on pack trips. He entered the US Forest Service as a Ranger in 1909 and later worked under Supervisor Aldo Lepold. Then Barker served four years as Superisor of the Carson National Forest. He resigned in 1919 and ranched for eleven years in a wildlife area. Predator control, hunting and fishing were a part of ranch life. The for a year he was in charge of game management and predator control on 360,000-acre Vermejo Park Game Preserve.In 1931 Dr. Barker became State Game Warden of New Mexico and served for 22 years. He freed the Department from politics and raised it from a low level to one of the most respected Wildlife Departments in the nation. It was he who donated Smokey Bear to the Forest Service specifying that his life be devoted to sponsoring programs for Forest fire prevention and wildlife conservation.In 1935 he was President of the international Association of Game, Fish and Conservation Commissioners, and was three times President of the Western Association of Game and Fish Commissioners. As a member of President Roosevelt's First National Wildlife Conference Committee he helped organize the National Wildlife Federation, and served on its first Board of Directors. He helped mightily in passage of the Wilderness Bill. Elliott is a true conservationist and sportsman. At 89 (1976) he continued to direct wilderness trail rides and make other park-in trips.
