From 1971-77, was a phase of experimentation when the country had switched over from the market economy to nationalisation. The latter was a violent reaction to the former because of the social consequences the concentration of economic power had produced. The secession of East Pakistan had called for drastic readjustment and reforms to put the economic house in order in the realm of foreign trade and balance of payments, fiscal and financial policies. The Bhutto era was a break with the past, aimed at the restoration of economic equilibrium which had been thrown out of gear by the political and economic events which had effected the State Bank. As a pivot of the economy it had to play a dominant role in the process of rehabilitation.
